The advantages of Spectrum are no-contract service, good bargain for premium channels and bundle package pricing. The disadvantage is lack of DVR choice.

Cox-- best customization

The advantage of Cox is customizable packages. The disadvantages are Paks that make the price higher than advertised and high DVR costs.
